Quick answer: San Diego County has several excellent dog-beach options, but the rules depend on who controls the shoreline. Ocean Beach Dog Beach is the City of San Diego's 24-hour off-leash beach. Fiesta Island is a leash-optional Mission Bay shoreline during island hours. Coronado Dog Beach is an off-leash zone at North Beach. Del Mar North Beach is currently off leash all day during the off-season. Cardiff State Beach allows dogs only on a 6-foot leash in the Cardiff Reef/Seaside section south of Tower 16.
The biggest planning mistake is treating “San Diego” as one set of rules. City of San Diego beaches, Coronado, Del Mar, Encinitas and California State Parks all use different regulations. A beach one mile away can go from off leash to leash-only to no dogs at all.

Ocean Beach Has a Second Rule: Check the Water, Not Just the Leash Sign
Dog Beach sits beside the San Diego River outlet, so legal access and safe water contact are separate questions. San Diego County's Beach & Bay Program posts advisories, warnings and closures when bacteria or sewage conditions exceed health standards.

What About Mission Beach, Pacific Beach and Other City Beaches?
The City of San Diego's general rule is seasonal:
- April 1–October 31: dogs are not allowed on ordinary beach/boardwalk/adjacent park areas from 9 a.m.–6 p.m.. Outside those hours, dogs may be present on leash.
- November 1–March 31: the prohibited window shortens to 9 a.m.–4 p.m.; dogs may be present on leash outside that window.

Coronado Water Quality Needs a Same-Day Check
Coronado has had multiple 2026 shoreline closures/advisories tied to sewage contamination and south-county water conditions, including a September closure extending through North Beach. 4. Del Mar North Beach — Rules Change Dramatically After Labor Day
Del Mar divides its coastline into North, Main and South Beach zones and uses two seasons:
- Off Season: day after Labor Day through June 15.
- Peak Season: June 16 through Labor Day.
